A large amount of money and personnel were poured into it, trying to turn a sow&#039;s ear into a silk purse.  Students attended irregularly, and rarely studied.  A few took advantage of the program to finish up their diplomas, but they were few and far between.  The program may have gotten better in the past four years, but I have my doubts.</description>
