		<description>I worry about the kids who would have gotten RCT diplomas ten years ago. Some how they used to get enough help to earn a diploma.  Now? They might well have to go through the High School application process (for which they are not prepared) or be placed by a regional bureaucrat.

A system, btw, that makes sure that every school receives it share of 1&#039;s, also undercuts the development of programs to help our weakest kids.

You are talking about the kids who would not have graduated before. We are right to be concerned. I am throwing in the next group up, whose education has also been placed at risk.
