Some how they used to get enough help to earn a diploma. Now? They might well have to go through the High School application process (for which they are not prepared) or be placed by a regional bureaucrat. A system, btw, that makes sure that every school receives it share of 1's, also undercuts the development of programs to help our weakest kids. You are talking about the kids who would not have graduated before. We are right to be concerned. I am throwing in the next group up, whose education has also been placed at risk.
